About Da Nang Innovation Hub

Da Nang Innovation Hub is a private-led ecosystem initiative created to support Da Nang's growth as a regional innovation destination.

Dimitris Tselios is a Leadership & Business Strategist with more than 30 years of entrepreneurial experience across leadership, business strategy, remote work, community building, and international ecosystem development.

He works with founders, CEOs, organizations, public institutions, and communities to design leadership strategies, operational systems, and sustainable ecosystems that generate long-term economic and societal impact.

His international work includes founding and building initiatives across AI, remote work, digital nomadism, leadership, ecosystem development, and international events. Through these projects, he has developed a global network of founders, executives, governments, universities, investors, remote professionals, technology leaders, and ecosystem builders.

Da Nang introduced a new package of innovation support programs in 2026, covering startup development, workspace, talent, intellectual property, international competitions, regulatory testing, and selected technology sectors. Eligibility varies by program, company status, sector, documentation, available budget, and official evaluation.

1. Startup Project Support

Up to VND 2 billion per approved project

Qualifying startup projects may receive support for eligible project costs, including salaries of people directly working on the project, prototypes and samples, technology completion, marketing and business support services, valuation, legal and intellectual property advisory, premises, cloud and AI tools, shared laboratory use, and eligible expert costs.

  • Pre-incubation: up to VND 30 million
  • Incubation: up to VND 60 million
  • Acceleration: up to VND 80 million
  • Registered company stage: up to VND 2 billion

The different eligible cost categories count toward the same overall VND 2 billion project ceiling — they are not separate amounts that can be stacked above that maximum. Stages and application pathways differ: early-stage support may be routed through qualified intermediary organizations, while registered companies may apply through the relevant city department.

2. Workspace & Infrastructure

Up to 100m² of workspace free for up to 3 years

Qualifying startups and startup projects may be eligible for workspace and infrastructure support.

  • Free workspace of up to 100m² for up to 3 years
  • After outgrowing free space, up to 50% support for qualifying rent
  • Rent support up to VND 300 million per year for qualifying facilities
  • Potential access to labs, workshops, IT infrastructure, and research equipment

Service charges are not necessarily covered. Eligibility depends on the activity and relevant city priority fields, and availability is limited and subject to official approval.

3. Additional Support for AI, Semiconductors & Strategic Technology

Sector-specific programs

For qualifying AI, semiconductor, and strategic technology projects, selected support mechanisms may include investment support of up to 5% of eligible project value, capped at VND 200 billion, subject to the applicable program and approval.

These programs are sector-specific and may require recognition or qualification under the relevant technology program. Not every AI startup automatically receives this support.

4. Talent & Expert Support

Up to VND 600 million in eligible project salaries

Qualifying startup project budgets may include talent and expert costs.

  • Up to VND 600 million in eligible project salaries
  • Domestic expert support
  • Short- and longer-term specialist engagements
  • International expert costs considered case by case

International expert support is not a fixed guaranteed subsidy. Larger specialist talent programs may be available for qualifying AI and semiconductor companies under separate sector-specific programs.

5. Intellectual Property Support

Up to VND 60 million for qualifying international IP filings

Support may be available per qualifying filing, subject to acceptance or granting requirements.

  • Vietnam — patents or eligible plant varieties: up to VND 30 million per qualifying filing
  • Vietnam — industrial designs or trademarks: up to VND 15 million per qualifying filing
  • International — qualifying patent, design, or trademark filings: up to VND 60 million per qualifying filing

Support is subject to official documentation and eligibility. Reimbursement is not automatic.

6. International Competition Support

Up to VND 120 million per team per year

Qualifying international competitions may attract reimbursable support for participating teams.

  • International travel
  • Accommodation
  • Exhibition or booth costs
  • Shipping of competing products
  • Smaller limits may apply for domestic competitions

Individuals and unincorporated teams may also qualify under certain conditions, including relevant connection to Da Nang. Eligible expenses are generally reimbursement-based and require supporting documentation.

7. Regulatory Sandbox: Permission to Test

Permission to test — not a grant

Da Nang may allow qualifying innovative technologies, services, or business models to operate in a controlled regulatory testing environment when existing law does not fully cover the solution.

  • The sandbox provides permission to test — it does not automatically provide permission for unrestricted commercial sale
  • The applicant bears testing costs
  • Technical, financial, staffing, tax, social insurance, data protection, and environmental compliance may be assessed

The sandbox is not funding. Approval is subject to detailed criteria and official evaluation.

Potential 5-Year Da Nang Tax Exemptions

Under Da Nang's special mechanisms, qualifying innovative startups, AI and semiconductor companies, selected startup-support activities, eligible experts and workers, and certain investment transfers may qualify for tax exemptions for up to 5 years, depending on the specific category.

Company incorporation alone does not create an exemption. Eligibility must be confirmed with DOST and the relevant tax authority.

A foreign-owned company or joint venture with its head office in Da Nang may potentially qualify for selected startup, AI, semiconductor, workspace, IP, sandbox, and tax-incentive programs, depending on the specific activity and eligibility criteria.

A clearer market-access framework

Vietnam now uses a clearer three-tier model: Prohibited, Conditional, and Unrestricted. Many activities that were previously conditional are easier for foreign investors, but the exact business line still determines ownership and licensing requirements.

Foreign investment is not permitted.

Conditional

Ownership caps, licenses, minimum capital, approvals, or a local partner may apply.

Unrestricted

Foreign investors generally receive domestic market access, subject to ordinary registration and sector rules.

Many sectors allow 100% foreign ownership, while conditional sectors may have ownership caps, licensing requirements, minimum capital requirements, or mandatory local-partner structures. Treaty-based rights may also vary with the investor's nationality or country of incorporation.

The 2026 framework places greater emphasis on whether a company continues to meet market-access, licensing, investment, tax, labour, reporting, and sector conditions after registration.
